Reforming the Georgian Energy Sector

The Georgian Energy Sector Reform Programme, funded by KfW Development Bank, aims to provide technical assistance to Georgia to reform its energy sector in alignment with the European Union’s energy directives. In support of this reform, GOPA Tech has undertaken several key activities to ensure successful implementation.

Firstly, GOPA Tech drafted amendments to the Energy Efficiency in Buildings law and drafted bylaws to support the enforcement of the Energy Performance of Buildings Directive (EPBD 2010 and 2018). Additionally, GOPA Tech provided software for calculating energy performance in buildings and developed and implemented training programs for local experts. Another significant contribution was the development of a national public building renovation strategy, including project pipelines for all energy efficiency-related investments, and support to the Government of Georgia in preparing these investments.

These activities are designed to reduce energy consumption in buildings, which represents about 40% of overall energy consumption. The programme aims to enhance energy efficiency, promote sustainable practices, and reduce greenhouse gas emissions.
