

Strengthening refugee support systems in Türkiye
Millions of refugees in Türkiye depend on international support for education, healthcare and protection. But for aid to be truly effective, it must be targeted, coordinated, and continuously assessed.
As the evaluation partner to the EU-funded SUMAR project, GOPA is helping the European Commission and its partners to assess and optimise the impact of their refugee support programmes. Our work strengthens monitoring systems to improve decision-making and accountability across the seven key areas of the project: Education, Health, Protection, Basic Needs, Livelihoods, Municipal Infrastructure, and Migration and Border Management.
Improving performance through data-driven insights
Effective support starts with reliable data. GOPA conducts regular assessments and updates the SUMAR Results Framework, ensuring that interventions align with evolving needs. By continuously monitoring project performance and delivering actionable insights, we engage and support stakeholders to make a relevant, lasting impact.
Building skills for long-term change
Behind any strong system are skilled professionals. GOPA provides training and capacity-building for EU staff, the Government of Türkiye, and implementation partners. By equipping stakeholders with the tools to track and evaluate their programmes, we help to drive sustainable improvements in refugee support services.
Strengthening coordination and accountability
Collaboration is key to delivering humanitarian aid when and where it most counts. GOPA actively supports SUMAR’s efforts to align the priorities and processes of international donors, local authorities, and organisations on the ground to ensure greater transparency, efficiency, and accountability in refugee assistance programmes.
By enhancing monitoring, evaluation and collaboration GOPA is helping the EU build a more effective, responsive, and sustainable system for refugees and host communities.
